This year's consultation on 9 and 10 November was marked, beside the repeated record attendance by domestic participants, by the participation of foreign real estate professionals that have attended the consultation on the invitation of the Slovenian FIABCI real estate association. The consultation organizers will forward the summit’s conclusions relating to individual addressed fields to the relevant ministers this year as well, and strive to gather corresponding responses from them.

Among the adopted conclusions, we stress the urgent nature of the government's systematic approach to providing jobs in construction, appropriate support in education and training, an increase in social standards, mandatory compliance with the guidelines on public procurement of construction as well as the preparation of the strategy for construction activity development for the period up to 2030. The event has been organized by the Chamber of Construction and Construction Materials Industry together with the Ministry of economic development and technology.

ACCOMPLISHMENTS

For greater order in construction

The adoption of the new construction law will bring more order on the market of construction service providers and protect the contractors that meet the minimum requirements for the performance of construction work before unfair competition, as communicated by the Chamber of Construction and Construction Materials Industry and the CCIS. This resulted in new demands for construction contractors relating to their HR qualifications and activity insurance. This will bring greater order in the industry and prevent completely unqualified contractors from performing construction services.

BETTER REGULATION

Greater business efficiency award made possible

The Finance and Monetary Policy Committee of the National Assembly of the Republic of Slovenia adopted an amendment on its session on 2 November that was brought forward by the coalition parties and that complemented the proposal of the amendment of the Personal Income Tax Act in such a manner that companies will be able to pay the business efficiency award (also called the 13th salary) to their employees under more favourable tax terms, namely, up to 100% of the average salary in the RS and not only up to 70%, as per the regulation in force until now (the award in this amount is relieved of the personal income tax, thereby making the net income higher). We applaud this step taken by the coalition parties that allows companies to better award their employees that have contributed to the successful business results.

DATA SECTION

Real retail, excluding motor vehicles, has grown by a tenth in Slovenia in the first nine months of the year, which is three times more than in the EU-28 or the most in all countries, whereby the corresponding growth of the added value was lower. We are followed by Romania (+9.8%) and Ireland (+7.0%). The trends within this segment in sales in shops providing food and drinks are below average (+1.6%). Sales of petroleum derivatives, however, are standing out as it has grown by a whopping 24% which is only partially the result of favourable trends in international transport and inward tourism receipts. This growth is mostly impacted by the greater focus by the greatest petroleum company on electric energy trade, as, for example, their semi-annual sales of trade goods increased by 5%, whereas the sales of petroleum products rose by 3%. In Croatia, sales in such shops realistically increased by a tenth. Sales of motor vehicles realistically increased by 13%. Rapid expansion of transactions involving used apartments has a favourable impact on the growth of sales of furniture and construction materials which has increased by 7.5% on an annual level, whereas sales in domestic appliances increased by 7.2%. The growth of internet sales and mail delivery remains above average and has grown by 22%. In this respect, it should be taken into account that, unlike purchases by foreign citizens in online shops, international purchases on foreign websites are not included.

Prices of fuels have risen significantly in November and will have an impact on the increase in prices in the said month. In the last three months, the price of petroleum (Brent barrel) increased by a fifth, whereas the contribution to the final prices of petroleum derivatives is appropriately lower due to the high charge thereof with excise duties and VAT. The annual inflation in 2017 will be around 1.5% and could exceed 2% in the next year which is mostly due to the cyclic enhancement of the main components of aggregate demand. A shortage of trained workers on the job market could trigger a greater wage growth which would also result in price rises in the service industries.
